Ass essment - the tail that wags the dog Sergiovanni and Starratt (2007), assert that assessment has often been looked upon as, “the tail that wags the dog”, meaning, “what is assessed is what gets taught, which becomes or defines the curriculum” (pg. 127).  Assessment should not be something that happens after the instruction takes place for the purpose of assigning a grade, but it should be a relevant part of the teaching and learning process.
